2017 Call to Caucus

The State Central Committee is THE body of the Democratic Party of Virginia (DPVA). It is composed of 20 members elected from each of the 11 Congressional Districts of Virginia, all to be elected soon. Do you want to help elect those members or be elected one yourself?

Background
Every 4 years (in gubernatorial years when the State Central Committee chooses to nominate the Democratic Candidates for statewide office in a primary) these members are elected in Congressional District Conventions. Floyd County is one of 29 jurisdictions (cities/counties) in the 9th Congressional District.

The twenty members of the Democratic State Central Committee from the Congressional District shall be elected by five regional caucuses (Region 2: Delegates from Carroll County, Floyd County, Grayson County, Henry County, Patrick County, Galax City, and Martinsville City), and each regional caucus shall each elect 2 men and 2 women to serve on the 9th Congressional District Committee.

2017 CALL TO CAUCUS TO ELECT DELEGATES FOR CENTRAL REORGANIZATION
Floyd County Democratic Committee

Pursuant to the authority provided by the Virginia Democratic Party Plan, the Floyd County Democratic Committee hereby calls an assembled caucus beginning at 7:00 pm April 24, 2017 at Jessie Peterman Library. The purpose of the caucus will be to elect 3 Delegates and 3 Alternates to the 9th Congressional District Democratic Convention, to convene at Southwest 4-H Center Abingdon, VA on May 20, 2017.

The twenty members of the Democratic State Central Committee from the Congressional District shall be elected by five regional caucuses (Region 2: Delegates from Carroll County, Floyd County, Grayson County, Henry County, Patrick County, Galax City, and Martinsville City), and each regional caucus shall each elect 2 men and 2 women to serve on the 9th Congressional District Committee.

I. Candidate Filing:

The Floyd County caucus shall elect up to 3 delegates and 3 alternates to attend the 9th Congressional District Democratic Convention.

Prefiling:

Each person seeking to become a delegate or alternate for Floyd County shall file a Declaration of Candidacy form with the Floyd County Democratic Committee Chair. Filings shall be made from April 6, 2017, mailed to Floyd County Democratic Committee P.O. Box 627 Floyd, VA 24091. Postmarked no later than April 14, 2017. Only those candidates who have timely and properly filed a Declaration of Candidacy form will have their names placed in nomination. The Declaration of Candidacy form shall be available by contacting Deborah Baum 540-230-3544.

II. Qualification of Candidates:

The Declaration of Candidacy forms for candidates for delegate and alternate, which the candidate must sign, will include a written declaration that the candidate:

  • Is a Democrat and not a member of any other political party;
  • Does not intend to support, endorse, or assist any candidate who is opposed to the Democratic nominee in the upcoming election;
  • Will not participate in the nominating process of any other political party for the upcoming election; and
  • Agrees to abide by the Caucus Rules, and the Virginia Democratic Party Plan.

III. Notice:

The Floyd County Democratic Committee shall provide notice of this caucus by placement of a general notice of the caucus, including noticing the caucus date, time, and location, along with the Call to Caucus, on the Floyd County Democratic Committee website, and through other reasonable means that will disseminate information about the caucus to registered voters in the Floyd County. In addition, reasonable actions shall be taken to promote participation in the caucus in accordance with the Affirmative Action provisions of the Virginia Democratic Party Plan.

IV. Participation:

Every Democrat who is a registered voter in the Floyd County is urged to attend and participate. Each participant must sign a written declaration the he or she:

  • Is a Democrat and not a member of any other political party;
  • Does not intend to support any candidate who is opposed to a Democratic nominee in the upcoming Election;
  • Has not participated in and will not participate in the nominating process of any other party for this election; and
  • Is registered to vote in the Floyd County.

V. Conduct of Caucus

The doors to the caucus will open at 6:30 pm and will close at 7:00 pm and no further persons will be permitted to enter. Those in line by 7:00 pm will be permitted to complete the check-in process and will be permitted to participate.

The Chair of Floyd County Democratic committee, or his or her designee, shall be the Temporary Chair of the Caucus and shall appoint a Temporary Secretary and such other Officers of the Caucus as is deemed appropriate. The Floyd County Democratic committee, will prepare Temporary Rules for the Caucus. Participants will adopt permanent Rules for the Caucus.

VI. Determination of Candidates

If more than 3 of delegates and 3 of alternates file by the deadline, the candidates will be listed alphabetically by surname on the ballot and will be elected by a plurality of the votes of the assembled caucus on a single ballot listing both delegates and alternates.

VII. Cancellation of Caucus

If fewer than or only 3 of delegates and 3 of alternates file by the filing deadline, the Floyd County Democratic Committee may cancel the caucus and declare those persons the delegates and alternates for Floyd County.
